The Executive Masters of Public Administration (EMPA) is a rigorous program in public service management for career professionals. Designed for managers and professionals who have at least four years of full-time relevant work experience.

The EMPA is a 3-year, 42-credit hour, general degree and does not offer specialization in functional areas. Students develop practical skills to successfully navigate their current work environments and advance their careers.

The curriculum is like that of the full-time MPA program but is unique in reflecting the work and management experience of its students. Courses are offered in the evening, one night a week for three years at the BYU Salt Lake Center.

International applicants who require student visas to enroll are NOT eligible to participate in this part-time executive program per U.S. federal regulations.

ADMISSION REQUIREMENTS

  1. Demonstrated interest in public service

  2. Four Years of full time full-time professional, administrative, or supervisory experience in the public sector, or the equivalent

  3. Statement of intent

  4. Resume

  5. Interview

  6. Three letters of recommendation (professional or academic). Letters should be from individuals who can speak to the student’s ability to succeed in graduate school best.

  7. The MPA program has no required prerequisite coursework. However, we strongly recommend that applicants complete the following undergraduate courses: economics and statistics. Students who have taken these classes enter the program better prepared for graduate courses in these areas. Students should also be comfortable with Excel and Word.

  8. All admitted MPA students are required to pass basic preparation courses and proficiency exams by August 1st The courses are offered online and information will be sent upon admission.

  9. Students are required to attend and participate in all New Student Orientation Activities (typically held two weeks before school starts).

PROGRAM REQUIREMENTS

Persons with significant public administration experience who desire to pursue the master’s degree program while continuing to work full-time are encouraged to apply. All courses in the program are offered in the evening, one night a week for three years at the BYU Salt Lake Center.

The executive MPA program consists of the successful completion of 42 semester hours of approved course work. Classes are scheduled in such a way that students take six hours per semester and three hours per term. The Executive MPA is a general degree and does not offer specialization in functional areas.

Required courses include, but are not limited to public program evaluation, quantitative decision analysis, organizational behavior, communication, foundation in public service, economic decision-making, human resources, leadership in public administration, legal issues, and ethics.
